In the Algarve, the question comes up in Lagos cafés, on Tavira terraces, in Albufeira golf clubs: « Do you know an English-speaking accountant around here? » Because in the Algarve, finding a bilingual accountant is even harder than in Lisbon or Porto. The Algarve is Portugal’s happy retirement destination. British, Irish, and American expats who traded rainy winters for 300 days of sunshine a year. Many arrive with a foreign pension, sometimes rental income back home, sometimes investment portfolios. And all of them hit the same wall: the Modelo 3 in Portuguese, the Portal das Finanças with no English manual, and local Finanças offices doing their best but not speaking your language.
In the Algarve, there are people who do exactly this. The Algarve attracted thousands of English-speaking retirees partly because of the old NHR regime — a generous tax benefit that closed to new applicants on 1 January 2024. Its replacement, IFICI (NHR 2.0), targets a much narrower profile: researchers, doctors, engineers, certified startups. Most retirees simply don’t qualify.
Many arrive with outdated information from blogs still raving about benefits that no longer exist. Meanwhile, filing errors in Portugal carry penalties from €200 to €45,000. This is not the moment for optimism.
